Park Green is an attractive residential development located on the Hingaia Peninsula that is poised to be a lively community in the South of Auckland. This development will cater for a new community with a mix of 1,250 new homes that are located close to key hubs like Highbrook, Auckland Airport and Manukau.

CivilPlan has been working with the Hugh Green Group on Park Green with since 2017. To date, our team has developed 3 major stages over about half of the total 97 hectares of land.

CivilPlan’s Involvement 

CivilPlan was involved in all aspects of the project, including master planning, subdividing, engineering, surveying, project management, titling and consenting. By leveraging our expertise, CivilPlan was able to produce outcomes that were both efficient and ensured we were creating a new and better community.   

Our team created a master plan that looked into the water-sensitive design, enhancing wetlands and making sure that the water is treated before discharging to the coastal marine area. The master planning also included earthworks design, sediment control design, roading pavement design, and areas like stormwater, wastewater, utilities, footpaths, and amenities for the community. 

To ensure this expansive project progressed efficiently (and on time), CivilPlan managed the timely delivery of consents. This often proved challenging due to changing council personnel, new policies and new industry understanding of effective water design. 

Navigating Challenges 

 The volume of earthworks that had to be completed was significant and almost impossible to finish within the usual five years before consent expiry. On top of this, the earthworks were to be completed close to wetlands, adding an extra layer of complexity when obtaining the consents. Despite the challenge, CivilPlan managed to secure the consent and negotiate a seven-year consent expiry period.  

When it came to the water infrastructure, it was originally planned that rain gardens were to be used to treat stormwater flows. However, Council later revealed a decision that rain gardens were now to be considered a safety risk to pedestrians. Out of the box thinking was needed to provide a solution that answers both the concerns about safety and water quality. CivilPlan worked alongside Council to brainstorm alternative solutions and both parties collectively agreed on a suitable solution.  

The result was a closed top tree pit. The pit holds all the necessary components that treat and drain water, and the structural tree soil was solid enough that it could hold topsoil, grass, and people walking over the top of it.  

During the design, Auckland Transport required a tightening of standards which involved more detailed analysis and reporting. They recently found that some of the newer pavements in the newer subdivisions were failing prematurely. To mitigate the premature failure and cracking at the surface of the pavement, CivilPlan employed mechanistic design software ‘Circly’. The road pavement design software analyses all of the material properties of each layer of pavement and allows for modification and testing of every layer. This meant that CivilPlan could test out different components to improve the pavement and report on the performance of the pavement over its design life.  

Where Is the Project Now?

Stage three will likely be finished by 2026, and stage four will reach completion by 2025. The balance of the site’s designs for stages five, six and seven are currently being completed. The project is likely to take another four years, finishing up in 2028. 

CivilPlan are continuing to assist Watercare with designing and installing a kilometre’s worth of 630-ODE PE diameter rising main through the development. We are also working to implement noise walls by the motorway to make future consenting more streamlined and to mitigate the noise and visual effects of the motorway for residents of these properties. 

The Park Green residential development has been one of CivilPlan’s most significant projects to date, and our team is proud to be part of creating another quality neighbourhood.
